"You are mixing the world of taxes with the world of fees. I know they feel the same to the pocketbook, but legally there is a big difference. You can't opt out of taxes, but fees, like the trash one, are regularly challenged in court. The MSD storm water fee was called unconstitutional just recently, for example. So while we all have to pay for schools and roads and the military, the trash fee is a whole different can of worms."
