Unauthorized Trash Haulers Subject to $50 Fine

Trash haulers who make unauthorized trips in trash collection districts in unincorporated St. Louis County could be subject to a $50 fine for each trip.

The County Council on Thursday added the fine to a bill to enforce the county's regulations that only the hauler hired by the county could collect trash in the districts except in subdivisions that have had opted out of the districts. The council's four Democrats favored the amendment to the bill, and its three Republicans opposed it. The council, however, did nothing to advance the bill to passage.

Councilwoman Barbara Fraser, D-University City, the amendment's sponsor, and Deputy County Counselor Robert Grant said the fine was to get compliance with regulations and not to raise revenue. The amendment also would codify trash contract provisions that give householders 65 or older a 10 percent discount and require authorized haulers to operate customer service centers at least from 8 a.m. to 5 p.m. weekdays.

The amendment also would resolve some concerns of elderly and disabled residents and people whose houses would be vacant for 60 days or more.

    Here we go again. County craps on county residents who chose not to use the county's trash program. Our subdivision opted out in accordance with county authorization, but now the county will not stop unauthorized trash haulers from entering our subdivision. That's about the same as having a 30 MPH speed limit in a subdivision, but the county police not enforcing it.

    If they have been found to be in violation of their our county charter, then I don't see how this new tactic can be enforced!
    If they have to abide by their own charter, then this whole mess should be & need to be brought to a vote of the people of St. Louis County, NOT the council!
