07/31/2009 - Don Hrebec thought he had been haggled enough. The South County resident disputed the notion that he needs to pay for trash he doesn't produce. So now he'll go to court over it.Hrebec joined numerous other South County residents in a rally Tuesday at Keller Plaza on Lemay Ferry Road in opposition to the St. Louis County's billing of residents for arranged trash collection.Hrebec, who says he does not produce enough trash to be placed by the curb even once a month, refused to pay the monthly bill. The county responded by issuing Hrebec a court summons.

Hrebec is just one of many residents who have received a summons after refusing to comply with the county's Solid Waste Management Program. The program, which became effective in 2008, assigned different trash haulers to eight different trash districts of unincorporated St. Louis County. The measure did not include input from the residents, and now they're demanding to be heard.
